Trong Đề cương về văn hoá Việt Nam năm 1943, Đảng ta xác định “Phạm vi vấn đề: Văn hoá bao gồm cả tư tưởng, học thuật, nghệ thuật… Mặt trận văn hoá là một trong ba mặt trận: (kinh tế, chính trị, văn hoá), ở đó người cộng sản phải hoạt động… Mặt trận văn hoá do Đảng lãnh đạo”.
