Vai trò của tài chính công luôn chiếm vị trí quan trọng trong việc thiết lập và hoạch định đường lối phát triển kinh tế - xã hội. Vai trò đó được thể hiện chủ yếu dựa trên 3 điểm chính là (i) duy trì sự tồn tại và hoạt động của bộ máy nhà nước và các cấp chính quyền địa phương các cấp, bảo đảm an ninh, quốc phòng, trật tự và an toàn xã hội; (ii) là công cụ để nhà nước tác động vĩ mô (và vi mô) vào nền kinh tế - xã hội, bảo đảm công bằng và phù hợp với các quy luật khách quan; (iii) là công cụ để nhà nước thực hiện việc điều tiết, kiềm chế và bổ trợ cho thị trường, khắc phục các khuyết tật của thị trường, san lấp bất công, duy trì sự bình đẳng trong xã hội, bảo vệ môi trường, tạo cơ sở cho tăng trưởng và phát triển bền vững.

The role of public finance has always occupied an important position in setting up and planning the social-economic development. That role was performed mainly based on 3 main point is (i) to maintain the existence and operation of the State apparatus and the level of local government levels, ensuring security, defense, social safety and order; (ii) is the tool to the State macro-impact (and microfinance) into the economy and society, ensuring fair and consistent with the objective law; (iii) as tools to implement the State regulate, restrain and complement market, rectify the defects of the markets, leveling the injustice, to maintain equality in society, protect the environment, create the basis for growth and sustainable development.

The role of public finance has always occupied an important position in establishing and planning the way of economic development - social. The role that is expressed mainly based on three main points: (i) maintain the existence and operation of the state apparatus and local authorities at all levels, to ensure security, defense and order and social security; (Ii) as a tool to influence the state macro (and micro) into the economy - society, ensuring a fair and consistent with the objective rules; (Iii) the state is a tool to implement the regulation, control and complement the market and overcome the defects of the market, leveling injustice, maintaining social equality, environmental protection schools, provide the basis for growth and sustainable development.
