12 nước thành viên TPP đã thống nhất về một bộ quy tắc xuất xứ chung để xác định một hàng hóa cụ thể “có xuất xứ” và do vậy họ sẽ được hưởng thuế quan ưu đãi trong TPP. Các nhà nhập khẩu sẽ có thể yêu cầu được hưởng ưu đãi về xuất xứ với điều kiện họ có các chứng từ chứng minh.
