người phát ngôn Bộ Ngoại giao Việt Nam Lê Hải Bình nhấn mạnh Biển Đông có vai trò hết sức quan trọng đối với khu vực Đông Nam Á cũng như là trên thế giới, các quốc gia trong và ngoài khu vực đều có trách nhiệm đóng góp vào việc duy trì, tăng cường hòa bình ổn định cũng như an ninh an toàn tự do hàng hải và hàng không trong khu vực này. Những đóng góp đó phải trên cơ sở nghiêm túc tuân thủ luật pháp quốc tế đặc biệt là công ước của Liên hợp quốc 1982, tuyên bố về ứng xử của các bên ở biển đông DOC, cũng như nhằm tiến tới sớm đạt được bộ quy tắc ứng xử trên biển Đông COC.

The contributions that are on the base of seriously comply with international laws especially the Convention of 1982 of the United Nations, the Declaration on the conduct of parties in the South China Sea DOC, as well as to proceed to the early gain sets the code of conduct on the South China Sea to the COC.
