Quản trị hành chính phát triển những qui tắc chung cho cả tổ chức. Một số nghiên cứu của những tác giả nổi tiếng như:
Henry Fayol : quan điểm của ông là tập trung vào xây dựng một tổ chức tổng thể quản trị quá trình làm việc . Ông cho rằng năng suất lao động của con người làm việc chung trong một tập thể sẽ phụ thuộc vào các yếu tố bao gồm sự sắp xếp, tổ chức của nhà quản trị. fayol đã đưa ra 14 nguyên tắc trong quản trị:
