sau khi biện pháp tự vệ chính thức có hiệu lực, tổng cục hải quan việt nam sẽ tiến hành, thu thuế nhập khẩu bổ sung đối với hàng hóa thuộc đối tượng áp thuế như mô tả tại mục 2 với các mức thuế theo lộ trình mêu tại mục 3 ở trên từ tất các các nước/vùng lãnh thổ, trừ những nước/vùng lãnh thổ thuộc danh sách miễn trừ liệt kê tại phụ lục 2.
trong trường hợp các tổ cức/cá nhân có căn cứ cho thấy quyết định áp dụng biện pháp tự vệ này vi phạm các quy định của pháp luật hiện hành, tổ chức/cá nhân có quyền khiếu nại quyết định này theo luật khiếu nại ố 02/2011/QH13 ngày
