“Phạt cảnh cáo đối với một trong cá

“Phạt cảnh cáo đối với một trong các hành vi vi phạm sau:
a) Bán vé xổ số cho các cá nhân thuộc đối tượng không đủ điều kiện tham gia dự thưởng xổ số theo quy định của pháp luật;
b) Bán vé xổ số không đúng mệnh giá quy định ghi trên tờ vé xổ số.”.
Bên cạnh đó, tại khoản 2 Điều 36 Nghị định 98/2013/NĐ-CP cũng quy định: “Phạt tiền từ 10.000.000 đồng đến 20.000.000 đồng đối với hành vi phát hành vé xổ số có mệnh giá không đúng theo quy định của pháp luật;”.
Như vậy, việc vé số điện toán được in sẵn số dự thưởng và đưa đi bán dạo với giá 12.000 đồng/vé (vượt mệnh giá 2.000 đồng/vé) là vi phạm quy định pháp luật đồng thời một phần nào đó làm thiệt thòi cho đại lý và người bán vé số kiến thiết (giải thưởng của vé số điện toán cao hơn rất nhiều so với vé số truyền thống) đồng thời cũng ảnh hưởng đến sự ổn định thị trường (biểu hiện cụ thể nhất đó là sự sụt tỷ lệ tiêu thụ vé số truyền thống).

“4. Phạt tiền từ 30.000.000 đồng đến 40.000.000 đồng đối với một trong các hành vi sau đây:
b) Quảng cáo có nội dung so sánh trực tiếp về giá cả, chất lượng, hiệu quả sử dụng sản phẩm, hàng hóa, dịch vụ của mình với giá cả, chất lượng, hiệu quả sử dụng sản phẩm, hàng hóa, dịch vụ cùng loại của tổ chức, cá nhân khác;”
