Ngày 22/10/2015, Tổng cục Thuế ban hành Công văn số 4389/TCT-TTr về việc tăng cường kiểm tra phát hiện, xử lý vi phạm về mua bán; in, phát hành, quản lý và sử dụng hóa đơn bán hàng hóa, dịch vụ. Theo đó, nhằm ngăn chặn hoạt động mua bán hóa đơn, Văn bản này yêu cầu Cục thuế các tỉnh tăng cường rà soát và xử lý nghiêm các đối tượng công khai hoặc có dấu hiệu mua bán hóa đơn để hợp thức hóa đầu vào, hợp thức hóa hàng trôi nổi, hàng nhập lậu, trốn thuế.
