Điều 39. Quyền, trách nhiệm của Bộ Tài chính
1. Trình Chính phủ, Thủ tướng Chính phủ sửa đổi, bổ sung chính sách tín dụng đầu tư, tín dụng xuất khẩu của Nhà nước.
2. Trình Thủ tướng Chính phủ quyết định các nội dung quy định tại Khoản 1 Điều 38 Điều lệ này và vấn đề khác của Ngân hàng Phát triển Việt Nam thuộc thẩm quyền quyết định của Thủ tướng Chính phủ.
3. Quyết định bổ nhiệm, bổ nhiệm lại, miễn nhiệm, chấp thuận từ chức, khen thưởng, kỷ luật đối với các thành viên Hội đồng quản trị (trừ Chủ tịch Hội đồng quản trị và Tổng Giám đốc), Trưởng Ban kiểm soát, thành viên Ban kiểm soát Ngân hàng Phát triển Việt Nam.

Decides to appoint, appointed, dismissed, approved the resignation, reward, or discipline for Management Board members (except the Chairman of the Board and ceo), head of the Supervisory Board, Member Board of control Vietnam Development Bank.

Article 39. Rights and responsibilities of the Ministry of Finance
1. Submit to the Government, the Prime Minister amending and supplementing investment credit policy, export credit of the State.
2. Submit to the Prime Minister to decide the content specified in paragraph 1 of Article 38 of this Statute and other issues of the Vietnam Development Bank under the jurisdiction of the Prime Minister.
3. Decision to appoint, re-appoint, dismiss, accept the resignation, reward and discipline for members of the Board (excluding the Chairman Board of Directors and CEO), Chief Supervisor, Members Supervisory Board Vietnam Development Bank.
