1. Criteria for green-lighting planning of high-tech zones2.1 General criteriaKCNC PMU has issued decision No 151/QD-KCNC on 22/7/2013 about issued set of criteria the green-lighting planning of high-tech zones. Along with detailed plan builds proportions 1/500 and regulations of green landscape zone phase I (decision No 158/QD-KCNC on 30/9/2009 and no. 155/QD-KCNC on 01/7/2010) and planning public lighting system tech Area phase I (decision No 109/QD-KCNC on 15/7/2009) planning criteria, below, is the legal basis for the work of research, planning, evaluation and management, implementation of the green-lighting projects in high technology Areas.2.1.1. Criterion 1-fit with planning orientation and the nature of high-tech zones:-The system layout planning of green-lighting the need for research based on actual conditions, mining investment used in phase I, to create consistency and unity of image, apply techniques and management methods;-According to the norms in the detailed plan of 1/2000, 1/500 approved, related to proposed rate, construction, traffic density in the Green Park (Appendix 1); Depending on the function and purpose of use of each sector to the proposed layout of trees, lights, plumbing systems; Note the special position as the solemn nature, the scope of protected corridors along the channel, the clue area technical infrastructure (sewage treatment plants, pumping stations, power plants, ...), the focal point.* For the area called for the socialization of investment: when propose ideas for Green Park zone, need to study the object, scope, propose solutions to protect, so that just needs access to use the services of the many objects , just ensure the safety, security for other areas such as manufacturing, Office, research, etc.; make sure images, nature and development orientation of high-tech zones.2.1.2. Criterion 2-line with natural conditions, local ecosystems:-Analysis of factors about temperature, climate, topography, pedology in high-tech Area and beyond to propose suitable trees, avoid slow tree grow or die by not adapted; especially the planting of shade trees on the sidewalk;-Retain the local tree system in the safe corridors, river channel shore (water coconut trees, grass, grass blades trifoliata, Ilex, vines, trees such as olives, coconut tree, cork tree) against avalanche, preserve plant on shore and in the water.2.1.3. Criterion 3-ensure the technical requirements, the safe use according to the rules of the green-lighting:-Ensure the technical requirements, the layout of the plant, the head lights on the sidewalks, divider, according to the regulations, design standards, to avoid affecting the technical infrastructure systems below, such as: the distance the plant, head lights, the distance to the plant works, street corner ...; types of lights on the sidewalks, fences, walls along hallways canals; the safe range to protect the trees and roots; the plant in a safe range grid. ..
