2. Tư vấn cho Trưởng ban Ban QLDA về nội dung, hình thức, quy mô, phạm vi thực hiện các hợp phần dự án liên quan, đảm bảo phạm vi cam kết, ký kết với Nhà tài trợ và các bên liên quan khác.
3. Chịu trách nhiệm tổ chức công việc, tham mưu việc thuê khoán chuyên môn, phân công công việc với các vị trí cố vấn kỹ thuật Dự án, cán bộ điều phối, cán bộ thường trực, và các cán bộ đầu mối các nhóm nghiên cứu.
4. Làm việc với Cố vấn kỹ thuật dự án và các thành viên dự án liên quan trong quá trình triển khai, đảm bảo nội dung, tiến độ, chất lượng dự án đã cam kết và ký kết.
5. Thực hiện các nhiệm vụ khác do Trưởng ban Ban quản lý dự án phân công hoặc ủy quyền thực hiện.
