2.1 As-built Commissioning: After a building is constructed as designed, a commissioning agent is brought in to assure the proper operation of the building is understood. The commissioning agent also designs the tests that must be performed to demonstrate the proper operation of the building, and assure the building meets the needs of the usersbefore handling over to occupants.
2.2 Retrofit Commissioning: is also used on existing buildings to improve the operation of existing equipment and identify equipment that may need to be replaced.
Training target groups(to be discussed with local partners): DOCs’ Building Design Appraisal Team, Construction Quality Supervisor, Construction Commissioning and Quality Assurance Team (CONINCO, etc), Building Owners’ Consultants, others:…. .
There are three programs for existing buildings that will be explored in the training.
2.2.1Retro-Commissioning, this is used on an existing building that has never been commissioned. The original design documents are used and the building operation is brought back in line with the original design intent.

2.2.2 Re-Commissioningis applied to a building that has been commissioned in the past. It has been found that very efficient buildings, and existing buildings that have been retrofitted to use less energy, will begin using more energy over time. The prior commissioning should have happen 5 or more years in the past. The earlier commissioning reports are used as a guide to return the building to proper operation.
Training target groups(to be discussed with local partners): Building Owners’ Consultants, Construction Commissioning and Quality Assurance Team (CONINCO, etc), Building Operators, Chief Engineer Associations, VACEE, others:…. .

2.2.3 Continuous Commissioning(In Operation Monitoring)is another approach which has two parts.
First the building is commissioned, but this time the equipment found in place is optimized without referencing the original design documents. In other words the current thought of how to operate the equipment most efficiently is applied to the equipment without concern for the original design. (found common cases in Vietnam)
Training target groups(to be discussed with local partners): Building Owners’ Consultants, Construction Commissioning and Quality Assurance Team (CONINCO, etc), Building Operators, Chief Engineer Associations, VACEE, others:…. .
The second part of this approach is to monitor certain key control points remotely and to notify the building operators when these points start to vary from optimum. (may likely be of advanced building owner interest)

3. Training on Building Operations
The way a building is operated determines if the building will be efficient or not. Training in this area will cover the basics of major equipment operation. We will also have input from successful local building operators to give real world applied examples.
The training will also cover the major schools of thought on the use of preventative maintenance, predictive maintenance, and run to failure asset maintenance.
The training will also cover methods to document and control equipment and parts inventory. The problem of deferred maintenance and properly ordering the projects on the deferred maintenance list will be addressed.
Many times the energy savings from certain deferred maintenance items can help pay for others. Some things that are broken, but not causing further damage to the building or the building efficiency, can be ignored for a period of time.

In Conclusion
By offering training on Design, Commissioning, and Building Operations we can offer the students many opportunities to improve their skills and to move into different jobs in the construction business. These well trained people will improve the way buildings are built and operated in Vietnam. This in turn will lower the amount of energy being used in building in Vietnam.
