Làng Vạn Phúc (quận Hà Đông) nằm bên dòng sông Nhuệ, cách trung tâm thành phố Hà Nội hơn 10 km không chỉ nổi tiếng về nghề dệt lụa cổ truyền mà còn là một miền quê giàu có về di tích lịch sử, là nơi có truyền thống cách mạng, nơi Bác Hồ viết Lời kêu gọi toàn quốc kháng chiến ngày 19/12/1946.

Cuối năm 1946, trong những ngày khẩn trương chuẩn bị bước vào cuộc kháng chiến chống thực dân Pháp xâm lược, Chủ tịch Hồ Chí Minh đã đến ở và làm việc tại ngôi nhà của ông Nguyễn Văn Dương, từ ngày 3/12 đến ngày 19/12/1946.
Trong thời gian ở đây, Người đã cùng các đồng chí lãnh đạo của Đảng, Chính phủ giải quyết các nhiệm vụ cách mạng quan trọng. Tại ngôi nhà này, trong hai ngày 18 và 19/12/1946, Người đã chủ trì Hội nghị Ban Thường vụ Trung ương mở rộng, phát động toàn quốc kháng chiến chống thực dân Pháp xâm lược. Đường lối, phương châm cơ bản của cuộc kháng chiến được vạch ra tại hội nghị này đã được thể hiện trong Chỉ thị “Toàn quốc kháng chiến” của Đảng. Hội nghị cũng thông qua “Lời kêu gọi toàn quốc kháng chiến” do Chủ tịch Hồ Chí Minh soạn thảo.
Tối ngày 19/12/1946, Bác Hồ rời Vạn Phúc về ở và làm việc tại Xuyên Dương, một làng ven sông Đáy thuộc huyện Thanh Oai.
Ngôi nhà Bác ở và làm việc trong thời gian ở Vạn Phúc nay trở thành Nhà lưu niệm Bác Hồ.
