Căn cứ thông báo số POS.DQA5-SUB-15-120 ngày 01/12/2015 của Công ty POSCO E&C V/v yêu cầu thay thế người quản lý hiện trường; và trình hồ sơ năng lực của thiết bị và nhân lực thi công;
Căn cứ vào tình hình thực tế triển khai thi công cầu VD13,
Công ty CP xây dựng cầu 75 - Cienco8 đã triển khai công tác chuẩn bị nhân lực thiết bị từ tháng 9/2015 mặc dù trước đó Posco và Cầu 75 chưa ký Hợp đồng thầu phụ thi công hạng mục cọc khoan nhồi, kết cấu phần dưới cầu VD13 và ORB29. Đến nay, các thiết bị và nhân lực đã sẵn sàng thi công. Tuy nhiên, do Hợp đồng giữa POSCO E&C và Công ty cầu 75 chưa được ký kết, Công ty cầu 75 chưa thể ra quyết định thành lập ban điều hành và sơ đồ tổ chức hiện trường để gửi cho POSCO E&C trình Chủ đầu tư mà mới chỉ đề xuất danh sách nhân sự chủ chốt dự kiến và hồ sơ thiết bị. Đối với ông Thái Hoài Hà quản lý hiện trường hiện tại, chúng tôi khẳng định là người có kinh nghiệm quản lý và đã đảm nhiệm vị trí chỉ huy trưởng công trình khi thi công các công trình tương tự như VD13&ORB29. Theo nội dung Thông báo số POS.DQA5-SUB-15-120 việc ông Hà chưa thể giải quyết, quyết định được các vấn đề là vì chưa có giao nhiệm vụ chính thức do hợp đồng thi công chưa được ký kết. Vì vậy nếu sau khi hợp đồng ký kết, việc thi công và điều hành công trình tại hiện trường không đảm bảo tiến độ, xét thấy năng lực không phù hợp với yêu cầu công việc, công ty sẽ bố trí người khác khi có thông báo đề xuất của POSCO E&C.
Công ty cầu 75 đánh giá cao lời mời của Posco về việc kiểm tra hiện trường và tổ chức ký hợp đồng vào ngày 02/12/2015. Tuy nhiên, đến 5h chiều ngày 01/12/2015, chúng tôi mới nhận được thư mời, do thời gian quá gấp rút chúng tôi không thể bố trí được kế hoạch làm việc, các lãnh đạo có lịch công tác từ trước. Vì vậy, chúng tôi đề nghị POSCO E&C tổ chức kiểm tra hiện trường và ký hợp đồng vào 14h30 chiều ngày 07/12/2015.
Đề nghị công ty POSCO E&C quan tâm xem xét.
