Nhóm giải pháp về chính sách: Cần thu hút và sử dụng có lựa chọn nguồn FDI hơn là chạy theo số lượng, cần tính đến hiệu quả kinh tế và sự phát triển bền vững cũng như đảm bảo về môi trường. Hướng FDI vào các ngành sản xuất có giá trị gia tăng cao, các ngành công nghệ cao, ít tiêu tốn năng lượng, không làm cạn kiệt các nguồn tài nguyên thiên nhiên.
Nhóm giải pháp về hạ tầng: Phát triển đồng bộ cơ sở hạ tầng, quy hoạch hợp lý các khu công nghiệp tại các địa phương, đặc biệt chú trọng hình thành các khu công nghệ cao thu hút đầu tư nước ngoài để nâng cao hiệu quả của khu vực FDI. Cần có giải pháp khuyến khích và thu hút FDI vào các địa phương trong cả nước, trong đó chú trọng tìm ra các thế mạnh, lợi thế so sánh của từng địa phương để hướng FDI vào các địa phương và cũng giúp giảm sức ép quá tải về hạ tầng cho các đô thị.
Nhóm giải pháp về phát triển nguồn nhân lực: Giá nhân công rẻ, nguồn nhân lực dồi dào là một lợi thế so sánh của Việt Nam khi thu hút FDI. Nhưng lợi thế này sẽ dần mất đi khi nền kinh tế phát triển. Chính vì vậy, lợi thế ở nguồn nhân lực sẽ được khai thác ở khía cạnh nhân lực có trình độ kỹ thuật, tay nghề cao, có kinh nghiệm quản lý, sẵn sàng đáp ứng được với trình độ công nghệ mới và hiện đại.
