Nội dung:
- Tiến hành phỏng vấn các chuyên gia và 1 số thành viên liên quan tại Tổng cục Thống kê Việt Nam, Bộ Y tế và Sở lao động thương binh và xã hội theo đề xuất của tư vấn: Ninh Bình, Đà Nẵng, Khánh Hòa;
- Tổng hợp dữ liệu qua 03 đợt phỏng vấn;
