ngày 6 tháng 11 năm 1982 quy định việc khen thưởng đối với các cá nhân, đơn vị thực hiện tốt công tác sinh đẻ có kế hoạch .Trong quyết định đã nêu rất chi tiết chế độ khen thưởng và những khoản thưởng đối với những cá nhân, đơn vị thực hiện tốt quy định đề ra như về việc đặt vòng tránh thai, triệt sản, nạo phá thai, đăng ký sinh thưa.
Để quyết định 798 được thực hiện một cách có hiệu quả, ngày 14 tháng 3 năm 1983, sở y tế Tiền Giang đã ra hướng dẫn 128/HD-YT về việc thực hiện khen thưởng đối với công tác sinh đẻ có kế hoạch . Trong hướng dẫn cũng đã nêu chi tiết những thủ tục khen thưởng đối với các đơn vị, cá nhân được khen thưởng, quy định về kinh phí chi cho khen thưởng về sinh đẻ có kế hoạch . Cũng trong năm 1983, Sở y tế Tiền Giang tiếp tục ban hành hướng dẫn 325 ( HD-YT ngày 19 tháng 5 năm 1983 về khen thưởng cá nhân thực hiện tốt sinh đẻ có kế hoạch .
Trong mục tiêu phấn đấu của cuộc vận động sinh đẻ có kế hoạch ( kế hoạch 5 năm 1981- 1985) có quy định cụ thể mục tiêu tỷ lệ phát triển dân số cho các tỉnh, thành phố trong đó, mục tiêu của thành phố Hà nội đến cuối năm 1985 là: tỷ lệ phát triển dân số của Hà Nội là 1,5% .Để đạt được mục tiêu này, thành phố Hà Nội đã có nhiều nỗ lực, đề ra các biện pháp nhằm hạ tỷ lệ phát triển dân số. Trong nghị quyết 3756 QĐ-UB ngày 8 tháng 10 năm 1985 của hội đồng nhân dân thành phố Hà nội về một số chế độ khuyến khích thực hiện kế hoạch hoá gia đình đã nêu ra những mục tiêu cụ thể, những quy định đối với cá nhân cũng như chế độ khen thưởng đối với những đơn vị thực hiện tốt cuộc vận động sinh đẻ có kế hoạch .
Nghị quyết bao gồm ba phần: Phần 1 là các mục tiêu chung như: “ Mỗi cặp vợ chồng chỉ có một hoặc hai con cách nhau 5 năm, nữ không đẻ con trước 22 tuổi”… Phần 2 là những quy định đối với các cá nhân, quy định rõ chế độ cũng như khoản tiền thưởng đối với những ai thực hiện tốt chế độ khuyến khích sinh đẻ có kế hoạch và quy định mức phạt đối với những ai vi phạm, đồng thời cũng quy định về đối tượng áp dụng các điều khoản trên. Phần 3 quy định chế độ khen thưởng đối với những đơn vị (quận, phường, xã, cơ quan,xí nghiệp, các đơn vị y tế…) thực hiện tốt cuộc vận động.
