Theo thông tin thu thập được từ Hiệp hội giấy và bột giấy Việt Nam (VPPA), tỷ lệ tăng trưởng hàng năm vào khoảng 15-16% trong suốt 20 năm qua sản xuất tăng mạnh từ 80.000 tấn/ năm lên 824.000 tấn/ năm, các sản phẩm giấy sản xuất trong nước vẩn chưa đa dạng về chủng loại cũng như các vật liệu để sản xuất giấy (như bột giấy vẫn còn phụ thuộc nhiều vào nguồn cung ứng nhập khẩu. Hơn thế nữa, khoảng 35% các nhà sản xuất giấy ở Việt Nam là các nhà sản xuất sử dụng công nghệ lạc hậu nên tiêu hao nhiều nguyên liệu và gây ô nhiễm môi trường. Số lượng những nhà sản xuất lớn và hiện đại chưa đáng kể và chưa thể đáp ứng được như cầu cao của thị trường.
