Căn cứ vào biên bản bàn giao mặt bằng (từ lý trình Km 17+300 -:- Km 17+600), ngày 05 tháng 12 năm 2015 của chủ đầu tư, nhà thầu đã tiến hành cắm cọc ranh giới phạm vi GPMB, để xác định phạm vi thi công cho các hạng mục công trình. Nhà thầu thực hiện xong công tác dọn dẹp phát quang công trường theo phạm vi 50.50m (năm mươi phẩy năm mét) mà chủ đầu tư đã bàn giao, với bề rộng mặt bằng bàn giao như trên, nhà thầu sẽ không thể thực hiện công tác nghiệm thu và tiến hành những công tác tiếp theo bởi vì phạm vi bàn giao mặt bằng thiếu bề rộng so với hồ sơ thiết kế bản vẽ thi công (đính kèm bản vẽ trắc ngang cọc Km17+300 và Km18+400).
Nhà thầu đã mời người đại diện Chủ đầu tư, TVGS, cùng ra hiện trường để xác nhận sự việc nêu trên.
