Chúng tôi đứng tên dưới đây là một số doanh nghiệp sản xuất thép xây dựng tại Việt Nam.

Kính thưa Quý Ngài, chúng tôi xin khẩn thiết đề nghị Quý Ngài xem xét một vấn đề có thể sẽ gây ảnh hưởng tiêu cực nghiêm trọng đến sự phát triển của ngành Thép Việt Nam và nhiều hệ lụy tác động đến đời sống kinh tế-xã hội, quyền lợi của người tiêu dùng cũng như lợi ích của quốc gia khiến nhiều doanh nghiệp thép quan tâm, bức xúc, cụ thể như sau:
Ngày 25/12/2015, Bộ trưởng Bộ Công Thương ra quyết định số 14296/QĐ-BCT v/v: điều tra áp dụng biện pháp tự vệ đối với mặt hàng phôi thép và thép dài nhập khẩu vào Việt Nam sau khi nhận được đơn đề nghị của nhóm 04 công ty gồm: công ty cổ phần thép Hòa Phát (Thép Hòa Phát), công ty TNHH MTV Thép Miền Nam, công ty cổ phần Gang Thép Thái Nguyên và công ty cổ phần thép Việt Ý (sau đây xin gọi là “Bên đề nghị”) theo đó tăng thuế suất lên 45% với phôi thép và 33% với thép dài nhập khẩu vào Việt Nam. Đồng thời đề nghị trước khi quyết định chính thức áp dụng biện pháp tự vệ thì áp dụng mức thuế tạm thời như trên trong 200 ngày.
Biện pháp tự vệ (Safeguard) là việc tạm thời hạn chế nhập khẩu đối với một hoặc một số loại hàng hoá khi việc nhập khẩu chúng tăng nhanh gây ra hoặc đe doạ gây ra thiệt hại nghiêm trọng cho ngành sản xuất trong nước. Mỗi nước thành viên Tổ chức Thương mại Thế giới (WTO) đều có quyền áp dụng biện pháp tự vệ, nhưng khi áp dụng thì họ phải bảo đảm tuân theo các quy định của WTO (về điều kiện, thủ tục, cách thức áp dụng biện pháp tự
