Bạn phải có một công văn nhập cảnh do Cục quản lý xuất nhập cảnh – Bộ công an của nước Cộng hòa xã hội chủ nghĩa Việt Nam phê duyệt cho phép bạn nhập cảnh và nhận visa tại đại sứ quán hoặc lãnh sự quán Việt Nam tại nước ngoài (Trong công văn phải ghi rõ tên Đại sứ quán hoặc Lãnh sự quán Việt Nam tại nước ngoài).
Công văn này được cấp được Cục quản lý xuất nhập cảnh cấp do một trong những cá nhân tổ chức sau bảo lãnh:
