Ngày 25 tháng 6 năm 1998, Bộ chính trị Trung ương đảng cộng sản Việt Nam đã ra chỉ thị 36 - CT/TW " về tăng cường công tác bảo vệ môi trường trong thời kì công nghiệp hóa- hiện đại hóa đất nước". Chỉ thị 36 CT/TW đã khẳng định : " Bảo vệ môi trường là một vấn đề sống còn của đất nước, của nhân loại; là nhiệm vụ có tính xã hội sâu sắc, gắn liền với cuộc đấu tranh xóa đói giảm nghèo ở mỗi nước, với cuộc đấu tranh vì hòa bình và tiến bộ xã hội trên phạm vi toàn thế giới
