Điều 3. Cơ chế làm việc của Ban chỉ đạo dự án:
- Ban chỉ đạo dự án họp hàng tháng hoặc họp bất thường theo yêu cầu của Trưởng ban. Trong trường hợp cần thiết, Trưởng Ban quyết định việc lấy ý kiến bằng văn bản của các thành viên để thông qua các vấn đề liên quan;
- Trưởng ban (hoặc người được Trưởng ban phân công) phải gửi thông báo mời họp kèm theo tài liệu sử dụng tại cuộc họp cho các thành viên trước ngày họp. Thông báo mời họp phải xác định cụ thể thời gian họp, địa điểm họp, chương trình họp, các vấn đề thảo luận và quyết định;
- Cuộc họp của Ban chỉ đạo dự án phải có sự chủ trì của Trưởng ban và không ít hơn một nửa số thành viên chính thức tham dự;
- Các quyết định, ý kiến của Ban chỉ đạo dự án được thông qua nếu được quá bán số thành viên có mặt biểu quyết tán thành.

Article 3. The working mechanism of the project Steering Committee:-Project Steering Committee meeting monthly or extraordinary meetings at the request of the head of Department. In case of need, the head of Department decides the opinions written by the members to adopt the related issues;-Head of Department (or person to be head of the assignment) to submit reporting material used at meetings to members before the meeting. Reporting must identify the specific meeting time, location of the meeting, the agenda, the issues discussed and decisions;-Meeting of the project Steering Committee to be chaired by the Chairman and not less than half the number of official members to attend;-The decision, comments of the Steering Committee of the project was through if the seller members present voted approval.

Article 3. The working mechanism of the Steering Committee of the project:
- Project Steering Committee meets monthly or extraordinary session at the request of the Chairman. In case of necessity, the Chief decided to consult in writing by the members to adopt relevant issues;
- head (or heads assignment) must be sent together with the notice of meeting materials used at the meeting to the members before the meeting. Notice of meeting shall specify the meeting time and place of the meeting, the agenda, the issues discussed and decisions;
- A meeting of the Project Steering Committee must be chaired by the Chairman and not less more than half of the members of the official participants;
- the decision, the opinion of the project steering committee be passed by a simple majority of members present voting in favor.
