Từ sau Đại hội XI (2011) của Đảng CSVN, thuật ngữ “lợi ích nhóm” và “nhóm lợi ích” bắt đầu được sử dụng và cũng từ đó thuật ngữ này được sử dụng khá thường xuyên. Nếu như ở trên thế giới, đa phần “nhóm lợi ích” được hiểu theo cả hai nghĩa tích cực và tiêu cực, thì ở Việt Nam, đặc biệt là trong Nghị quyết Hội nghị Trung ương 4 (khóa XI) Đảng CSVN “Một số vấn đề cấp bách về xây dựng Đảng hiện nay”, thuật ngữ này hầu như được nhận thức theo nghĩa tiêu cực. Dư luận xã hội chủ yếu tập trung vào các nhóm lợi ích hoạt động ngầm trong lĩnh vực kinh tế, cấu kết với những “nhân vật” có thẩm quyền ra quyết định hoặc có khả năng tác động đến chính sách vì lợi ích riêng, làm tổn hại đến lợi ích của các nhóm khác, lợi ích của số đông và đặc biệt là lợi ích quốc gia. TS. Lê Đăng Doanh đã nhận diện nhóm lợi ích hiện nay ở Việt Nam như sau: “Lợi ích nhóm ở Việt Nam có đặc trưng là liên quan đến những người có chức, có quyền, nhất là quyền liên quan đến cán bộ, tài chính, ngân sách, đầu tư, đất đai, hầm mỏ, rừng, biển, v.v… Những người này có thể ở cấp trung ương, tỉnh, huyện, xã phường hay ở cấp sở, phòng, thậm chí cá nhân thanh tra, cảnh sát hay ở doanh nghiệp nhà nước, tập đoàn, dự án, v.v…”[1].

Như vậy, “lợi ích nhóm” tiêu cực hàm chỉ lợi ích cục bộ của những nhóm người xác định, xung đột, mâu thuẫn với lợi ích chung của nhân dân, của xã hội và thậm chí với quốc gia, dân tộc. Đó là thứ lợi ích chỉ phục vụ cho một nhóm người nhất định dựa vào quyền lực để tạo lập cơ chế, chính sách thuận lợi nhất nhằm mang lại lợi ích từ việc bòn rút, chia chác của công, tìm mọi cách để thâu tóm lợi ích, đặt lợi ích của nhóm mình lên trên lợi ích chung. Những nhóm lợi ích này bành trướng thế lực, thao túng và độc quyền trong một số lĩnh vực, đặc biệt là chính trị- kinh tế, thương mại hóa quyền lực chính trị. Lưu ý thêm rằng, ở Việt Nam, rất nhiều quan chức cao cấp trong các bộ ngành quản lý hiện nay đều có nguốn gốc từ lãnh đạo doanh nghiệp, từ lĩnh vực kinh tế - đây là cơ sở và điều kiện thuận lợi để các nhóm lợi ích – thân hữu trục lợi từ kết nối kinh tế với chính trị, kết nối kinh tế với hoạch định chính sách.

Cũng như ở nhiều nước khác trên thế giới, lợi ích mà các nhóm lợi ích ở Việt Nam theo đuổi không chỉ là lợi ích vật chất mà bao hàm tất cả những lợi ích con người muốn có, như danh tiếng, quyền lực, điều kiện thuận lợi, sự thăng tiến, vị trí làm việc cho bản thân, gia đình, thân hữu... Các nhóm lợi ích tiêu cực ở Việt Nam thường nhân danh hoặc núp bóng những nghĩa cử cao đẹp, nhân danh lợi ích tập thể, thậm chí nhân danh lợi ích quốc gia để giành giật, chiếm đoạt mọi hình thức và loại hình lợi ích khác nhau.

Các nhóm lợi ích ở Việt Nam được hình thành một cách mạnh mẽ và chủ yếu trong thời kỳ chuyển đổi nền kinh tế kế hoạch hóa tập trung sang kinh tế thị trường có sự quản lý của nhà nước, định hướng XHCN (hiện giờ gọi là kinh tế thị trường định hướng XHCN). Quá trình chuẩn bị các nhân tố kinh tế - kỹ thuật, quản lý xã hội và xây dựng những tiền đề mới về cơ sở hạ tầng kỹ thuật, môi trường vĩ mô cho việc phát triển kinh tế hàng hoá – dịch vụ vận hành theo cơ chế thị trường đã tạo ra những cơ hội, những bước ngoặt phát triển quan trọng, nhưng đồng thời cũng bộc lộ những “lỗ hổng” trong cơ chế quản lý, trong hệ thống chính sách, pháp luật… Giai đoạn chuyển đổi này diễn ra nhanh chóng và đầy kịch tính (khủng hoảng, lạm phát, biến động giá cả – tiền tệ, đầu tư vào Việt Nam, đẩy mạnh xuất nhập khẩu…) trở thành mảnh đất mầu mỡ cho những nhóm lợi ích bất minh xuất hiện, tồn tại và củng cố vị trí của mình.
