Có vẻ mức nợ này chưa phải quá lớn đến mức đủ để cảnh báo các nhà chức trách khi vẫn luôn có những trấn an rằng nợ vẫn đang “trong tầm kiểm soát.” Điều đáng ngờ là ngưỡng nợ an toàn luôn được tịnh tiến lên trong khi thiếu những giải trình có trách nhiệm.3 Mặc dù vậy, có một điều mà người ta không thể phớt lờ là tỷ lệ nợ công đang tăng lên và tăng nhanh. Nghiên cứu này trước hết dành một phần để đánh giá thực trạng nợ công của Việt Nam, sau đó sẽ sử dụng mô hình động về nợ công để dự báo xu hướng nợ công của Việt Nam trong tương lai. Trên cơ sở dự báo về xu hướng nợ công, nghiên cứu sẽ phân tích những rủi ro mà Chính phủ cũng như nền kinh tế sẽ phải đối mặt đi kèm với tình trạng gia tăng nợ công quá mức, trong đó có thách thức của ngân hàng trung ương trong việc điều hành chính sách tiền tệ nhằm đảm bảo mục tiêu kiềm chế lạm phát và ổn định giá cả. Cuối cùng, nghiên cứu đưa ra một số kết luận và hàm ý chính sách về định hướng quản lý nợ ở Việt Nam trong giai đoạn tới nhằm hướng đến mục tiêu an toàn tài khóa quốc gia.

Finally, the study put out some conclusions and policy implications of debt management orientation in Vietnam in the coming stage to aims to secure national fiscal.
