Còn các nước đang phát triển, bao gồm Việt Nam đang sử dụng phương pháp dự báo thu thuế nói chung và thuế GTGT nói riêng còn đơn giản và có nhiều hạn chế dẫn tới sai số dự báo lớn. Điều này ảnh hưởng không nhỏ đến chất lượng lập dự toán và hoạch định chính sách tài khóa.
Bên cạnh đó ở Việt Nam các công trình nghiên cứu về thuế GTGT chỉ mới tập trung đến các khía cạnh về quản lý thu nộp thuế và chính sách thuế; một số công trình đề cập đến số thu thuế GTGT cùng với các nguồn thu khác mà chưa có một công trình nào nghiên cứu chi tiết và cụ thể về dự báo số thu thuế GTGT. Từ khoảng trống đó, nhóm nghiên cứu chọn đề tài “Lựa chọn mô hình dự báo nguồn thu ngân sách từ thuế giá trị gia tăng tại Việt Nam” nhằm hệ thống hóa các phương pháp dự báo số thu thuế giá trị gia tăng với những ưu nhược điểm và điều kiện áp dụng của từng phương pháp, ứng dụng các mô hình dự báo thu thuế GTGT. Trên cơ sở đó so sánh và kết hợp nhằm đề xuất các giải pháp nâng cao công tác dự báo thu thuế GTGT tại Việt Nam trong thời gian tới.

Also the developing countries, including Vietnam are using tax revenue forecasting methods in General and VAT in particular is also simple and have many limitations that led to huge forecasting errors. This influence to quality of estimating and planning, fiscal policy.Besides that in Vietnam the research on the VAT just focus to other aspects of managing currency lodging tax and tax policy; some mention of collecting VAT along with other revenue sources that don't yet have another specific and detailed study on the forecast of tax revenues. From space, the research team chose the theme "choose the model predicts the budget revenues from value added tax in Vietnam" in order to streamline forecasting methods of collecting value added tax with the pros cons and conditions apply for each method, the application of VAT revenue forecasting model. On the basis of that comparison and combined to propose the solution improved forecasts of VAT revenues in Vietnam in the coming time.

Besides Vietnam in the study on VAT to just focus on the management aspects and the main tax collection taxation; some works mention the collection of VAT, along with other sources that do not have a research project and specific details on the VAT revenue forecasting. From that space, the team selected the topic "Choosing forecasting model revenue from value-added tax in Vietnam" to codify the revenue forecasting method value-added tax with advantages and disadvantages and application conditions of each method, application of predictive models to collect VAT. On that basis, compare and combine in order to propose solutions to improve the forecast of VAT revenues in Vietnam in the coming time.
