Có hai phương án chính là tăng cường xử lý nợ xấu và bán cổ phần cho nhà đầu tư chiến lược nước ngoài, trong đó phương án hai là giải pháp tốt nhất. Trong kế hoạch tăng vốn này, lãnh đạo Ngân hàng Đông Á có dự định bán vốn cho nhà đầu tư nước ngoài với tỷ lệ tới 49% và hỗ trợ tài chính để nhà băng xử lý nợ xấu.
