Tăng cường cơ sở vật chất kỹ thuật theo hướng tiên tiến, hiện đại như Xây dựng mới các Phòng kiểm nghiệm, kiểm chứng quốc gia về chất lượng, an toàn thực phẩm sản phẩm cây trồng tương đương khu vực và tham gia hệ thống phòng kiểm nghiệm, kiểm chứng ASEAN; Nâng cấp một số phòng kiểm nghiẹm chuyên ngành thành các phòng kiểm nghiệm kiểm chứng quốc gia, các phòng kiểm nghiệm chuyên ngành thuộc Cục để tăng năng lực phân tích 100% chỉ tiêu chất lượng, an toàn thực phẩm các sản phẩm cây trồng đạt tiêu chuẩn TCVN/ISO 17025.
