Trong khi đó theo quyết định số 1208/QĐ-TTg ngày 21 tháng 07 năm 2011 của Thủ tướng chính phủ về “Phê duyệt quy hoạch và phát triển điện lực quốc gia giai đoạn 2011-2020 có xét đến năm 2030 (Quy hoạch điện VII)” thì : Từ nay cho đến năm 2030 nhà nước sẽ đẩy mạnh xây dựng thêm các nhà máy nhiệt điện, khai thác tối đa nguồn than trong nước cho phát triển các nhà máy nhiệt điện. Do nguồn than sản xuất trong nước hạn chế, cần xem xét xây dựng và đưa các nhà máy nhiệt điện sử dụng than nhập khẩu vào vận hành từ năm 2015
