Định mức ngân sách trung ương hỗ trợ tối đa như quy định tại Quyết định 60/2010/QĐ-TTg (06 tỷ đồng/01 Cụm công nghiệp vùng Trung du miền núi Bắc Bộ và Tây Nguyên; 05 tỷ đồng/01 Cụm công nghiệp các địa phương khó khăn còn lại) là quá thấp so với nhu cầu thực tế vốn đầu tư hạ tầng Cụm công nghiệp hiện nay.
Phần lớn các Cụm công nghiệp hiện có của các tỉnh, thành phố được hình thành từ trước Quyết định 105/2009/QĐ-TTg có hiệu lực nên nhiều Cụm công nghiệp không đáp ứng các điều kiện quy định của chương trình (như thiếu các Quyết định thành lập, phê duyệt quy hoạch chi tiết xây dựng, phê duyệt dự án đầu tư hạ tầng,...). Mặt khác, hiện nay thực hiện Chỉ thị 1792/CT-TTg ngày 15/10/2011 của Thủ tướng Chính phủ về tăng cường quản lý đầu tư từ vốn ngân sách nhà nước và vốn trái phiếu Chính phủ, các CCN phải có thẩm định nguồn vốn NSTW thì mới được bố trí vốn hỗ trợ. Vì vậy rất nhiều Cụm công nghiệp đang đầu tư dở dang không đáp ứng điều kiện này.
